Austria-Hungary manufactured its ultimatum to Serbia on 23 July; just before Serbia replied, Russia ordered a secret, but observed, partial mobilisation of its armed forces. Though Russia's army leadership understood they were not but powerful sufficient for just a normal war, they thought that the Austro-Hungarian grievance in opposition to Serbia
